Storage of oil for onward distribution

This activity applies to the storage of oil for onward distribution where the activity is not authorised by GBR 28.

When the oil storage provisions were brought into the Water Environment (Controlled Activities) (Scotland) Regulations in 2017, if you were storing oil for onward distribution but could not comply with GBR 28, you could apply for a water use licence.

Under the Environmental Authorisation (Scotland) Regulations (EASR), existing water use licences for storage of oil for onward distribution are now called permit authorisations.

We will not accept any new applications for a permit for the storage of oil for onward distribution. Any sites not currently authorised by a permit should be compliant with GBR 28.

You can still apply to vary, transfer or surrender an existing permit for this activity.

Permit conditions

Permits may contain both standard conditions and conditions specific to the activity and location. The conditions of your permit will be decided when we assess your application. This is to ensure that the appropriate limits and controls are in place to minimise pollution and protect the environment.

If you carry out an activity under a permit authorisation you must comply with the conditions set out in your authorisation. It is an offence if you do not comply with the conditions.

SEPA will not authorise any variation to this activity if it poses an unacceptable risk to the environment.
