Waste activities
Information about the waste management activities we regulate and the authorisation you’ll need to carry on each activity.
Please note, the regulation of waste management activities will transition under EASR from 1 November 2025. If you need to apply for a new authorisation, vary, transfer or surrender an existing authorisation, or apply for a new waste exemption or to renew an existing waste exemption, before 1 November 2025, read Authorisations and Permits on our legacy website.
Low risk waste activities
Common, low risk waste activities that do not need an authorisation but require the person carrying out the activity to take additional precautions, are covered by position statements.
Transporting waste
Activities that involve transporting waste, including transporting your own waste, transporting waste produced by another person, and arranging the recovery or disposal of another persons’ waste.
Acting as a broker or dealer of waste
Find out about the registration authorisation needed when acting as a broker or dealer of waste produced by others. This includes brokers or dealers who do not take physical possession of the waste.
Storage and treatment of waste
Activities that involve the storage and treatment of waste. This includes storage as part of collection, at the place of production or a collection point, and wood, metal, and non-hazardous waste.
Anaerobic digestion and composting
Activities that involve anaerobic digestion and composting of waste, including the treatment of biowaste by anaerobic digestion and composting in open and closed systems.
Soil improvement using waste
Activities that involve the use of waste on land for the purposes of soil improvement. This includes the spreading of distillery waste, and the use of sewage sludge on agricultural land.
Construction, restoration, reclamation or land improvement
Activities that involve the use of waste in construction, restoration, reclamation or land improvement projects, including the restoration of open cast coal sites and manufacture of aggregates from waste.
Incineration
Activities that involve the incineration and co-incineration of waste, including incineration of biomass waste, animal carcasses, hazardous waste and non-hazardous waste.
Landfill
Activities that involve the disposal of waste to landfill, including the landfill of inert waste, hazardous waste and non-hazardous waste. This also includes authorisations for closed landfills.
Any other waste management activities
Activities that involve waste management that do not fit any other specified activity elsewhere. These may be Industrial Emissions Directive or non-Industrial Emissions Directive activities.
