Acting as a broker or dealer of waste
This activity applies when acting as a broker or dealer of waste. Until April 2026, existing arrangements will continue to apply. You can find out what you need to do until then here: Waste carriers and brokers.
You will also be asked if you are familiar with your legal responsibilities under the Duty of Care for waste. If you haven’t already, you should read the statutory guidance on Duty of Care before you begin your application.

Fit and Proper Person tests
Fit and Proper Person tests apply to this activity. You will be asked in your application if you or any additional persons hold relevant convictions or have received relevant civil penalties.

Fees and charges
An application fee applies to the application of a new authorisation for this activity.
A three-yearly renewal fee applies to this activity.

Standard conditions
Your registration application will only be granted if you can confirm you are able to comply with the standard conditions set out below.
If you carry out an activity under a registration authorisation you must comply with the standard conditions. It is an offence if you do not comply with the conditions.
SEPA will not authorise this activity if it poses an unacceptable risk to the environment.
- The authorisation reference must be:
- included in any advertisement for waste brokering services; and
- provided to any person that waste is transferred from, or to.
- Records must be kept of all persons:
- for whom transfer or receipt of waste has been arranged; and
- from whom waste has been bought or sold.
- All information recorded, kept or submitted to SEPA in accordance with a condition of this authorisation must be:
- true and accurate;
- kept for a minimum of six years; and
- provided to SEPA upon request.
How to apply
The new digital application service for these activities will be launched in April 2026.
Until that time, the existing arrangements for waste carriers, brokers and dealers will remain in place.
