ENVA Composting Site, Blantyre

In March 2023, SEPA served an Enforcement Notice which required Enva Organics Recycling Limited to take actions to prevent the release of offensive odours. In response to this notice, the in-vessel composting treatment of co-mingled food and green waste at this site ceased while the operator carried out infrastructure upgrades. Some, less odorous, treatment activities have continued on site.

Following an application to vary the permit to authorise these changes to site infrastructure and processes, we completed a draft variation of the permit.

Our consultation on the draft variation was open from 1 July to 29 July 2026.

The operator has carried out extensive improvement works which have comprised of:

• enclosure of the maturation shed

• installation of an Aerated Static Pile (ASP) system in the maturation shed

• replacement of the existing composting vessels (IVCs) with enclosed in-vessel composting tunnels

• upgraded odour abatement plant to treat air from the enclosed plant

• upgrades to other site infrastructure including surfacing and water management.

We have assessed the variation application and consider these infrastructure upgrade proposals to be in line with Best Available Techniques (BAT) to manage odour on a composting site.

The varied permit includes robust monitoring requirements and emission limit values (ELVs) in line with BAT to ensure compliance and protect the local community.

It is standard practice for an activity of this kind, that the operator must undertake commissioning of the new plant prior to commencing waste treatment activities. Commissioning is expected to commence in late July/early August 2026.

From 1 April 2023 ENVA have ceased treating waste on-site. However, mixed biodegradable (food and garden) and green (garden) waste continues to be accepted for bulking and transport to alternative sites for treatment.

The proposed improvement works include:

• enclosure of the maturation shed
• installation of an Aerated Static Pile (ASP) system in the maturation shed, and treatment of air via a new bio-filter
• upgrades to the existing composting vessels (IVCs)
• Upgrades to other site infrastructure

SEPA continue to consider these infrastructure upgrade proposals to be in line with Best Available Techniques (BAT) to manage odour on a composting site.
