Submitting your data to the digital waste tracking service

This page is for operators of permitted facilities receiving controlled waste, using the digital waste tracking service (phase 1). Find out if phase 1 applies to you.

You must enter the specified information outlined below within two working days (starting the day after the receipt of controlled waste), and:

  • check that the details have been submitted and are correct 

  • correct any errors within two working days (starting the day after the receipt of controlled waste), if you receive a digital message indicating an error on submission

  • check you receive a digital waste record number.

What to submit

Here is a list of the data you must enter when you are reporting your receipt of waste. This is the ‘specified information’ set out in Schedule 1 of The Digital Waste Tracking (Scotland) Regulations 2026.

Facility and transporter details

  • Details of the operator of the permitted facility

    • name, email/address/telephone number (if available), permit number for the permitted facility.

  • Permitted facility

    • the address, date and time the waste was received.

  • The transporter of the waste

    • name, address/email/telephone number (if available), carrier registration number or transporter authorisation number.

      • if no authorisation is given, you must give the reason why. For example, if the received waste is from a householder.

      • if the controlled waste is hazardous, you must give the code for the special waste consignment note that travelled with the controlled waste. If there is no special waste consignment note accompanying the waste, you must give the reason why.

  • Broker or dealer details (where arrangements for the transport of the waste has been made by someone on another’s behalf, for example by a waste broker or dealer).

    • name and address/email/telephone number (if available) of the person making arrangements, broker or dealer registration number or authorisation number.

  • Mode of transport

    • road, rail, sea, air, inland waterway, or pipe. If controlled waste is transported by road, you must enter the vehicle registration number for each vehicle used.

  • Description of controlled waste

  • Waste codes

    • the waste code(s) for the waste and for each code, the weight and the unit of measurement used, and whether the weight is actual or estimated. You can get guidance on how to apply waste codes in the guidance on the classification of waste.

    • where a waste code includes an asterisk in the guidance, please note that this does not need to be included in your digital records.

    • the Disposal and/or Recovery code for the waste operation that is to be applied to the waste recorded under each code, its weight and the unit of measurement applied and whether the weight is actual or estimated. This means the Disposal codes listed in Annex I to the Waste Framework Directive; and the Recovery codes listed in Annex II to the Waste Framework Directive.

    • the type and number of containers holding the controlled waste recorded under that waste code.

  • Hazardous properties

    • if the waste has one or more of the hazardous properties listed in Annex III to the Waste Framework Directive, you must enter the HP code(s) for the waste and the chemical or biological components and concentration values that relate to each hazardous property to which each HP code corresponds. If unable to, you must state why. You can find the list of HP codes in the waste classification guidance.

    • if the waste contains one or more of the following substances listed in the first column of the table in Annex IV to the POPs Regulation

      • polychlorinated dibenzo-p-dioxins and dibenzofurans (PCDD/PCDF)

      • DDT (1,1,1-trichloro-2,2-bis (4-chlorophenyl)ethane)

      • chlordane

      • hexachlorocyclohexanes, including lindane

      • dieldrin

      • endrin

      • heptachlor

      • hexachlorobenzene

      • (ix) chlordecone

      • (x) aldrin

      • (xi) pentachlorobenzene

      • (xii) mirex

      • (xiii) toxaphene

      • (xiv) hexabromobiphenyl

      • (xv) polychlorinated biphenyls (PCB)

      and that substance exceeds the value that is listed alongside that substance in those Regulations, then you must enter the letters 'POP' and the chemical or biological components and concentration values that relate to each substance. If unable to, you must state why.

  • Persistent Organic Pollutants (POPs)

    • if the controlled waste contains any of the substances listed in Annex IV to the POPs Regulation, the name of the substance and concentration (whether or not already provided under hazardous properties). If the name of the substance and concentration is not provided, you must state why.

  • The physical form of the controlled waste

    • gas, liquid, solid, powder, sludge or mixed.

  • Handling

    • any special handling requirements for the controlled waste (where applicable).
