Ross Haggart
Chief Operating Officer, Regulation, Business and Environment
Ross has had an impressive career in Scotland's public sector, serving for 30 years with the Scottish Fire and Rescue Service (SFRS).
Having started as an operational firefighter, he went on to hold a series of leadership positions across operational, specialist and corporate areas.
Ross served as Chief Officer at SFRS from 1 July 2022 until his retirement from the service in late 2024. The role included responsibility for fire safety regulatory and investigation teams, in the fourth largest fire and rescue service in the world.
Ross holds a Bachelor of Science (Honours) in Psychology from the Open University and a Master of Business Administration from University of Abertay, Dundee. He is a Trustee of the Fire Fighters Charity and chairs its Engagement and Fundraising Committee.
Ross received the King's Fire Service Medal in June 2024 and was awarded a CBE in the 2025 New Year Honours, for services to fire and rescue and charitable organisations.
