Chief Officer, Governance, Performance, and Engagement

Kirsty-Louise Campbell is the Chief Officer for Governance, Performance and Engagement at the Scottish Environment Protection Agency (SEPA). With a distinguished career spanning corporate governance, strategy, innovation, and public engagement, Kirsty-Louise has led transformative, insight-driven reform across Scotland’s public sector.

Prior to joining SEPA, she served as Head of Strategy and Innovation at Police Scotland, where she pioneered sector-leading approaches to policing and corporate strategy, outcome-led strategic planning, innovation in practice, research and insight, and stakeholder engagement. She also held senior roles at the City of Edinburgh Council, driving forward strategic insight, organisational development and transformation.

At SEPA, Kirsty-Louise leads the Agency’s approach to governance, accountability and performance, enhancing corporate communications, engagement and insight, and leading change and innovation as part of the agency’s organisational reset. Under her leadership, the portfolio supports all operational, scientific and corporate areas across SEPA to protect and improve Scotland’s environment. She also plays a key role in ensuring SEPA’s effective and impactful collaboration with partners across Scotland and beyond.
